3. They are unable at present fully to go into

the three points on which His Majesty's Government re-

quire information, and they propose therefore to post-

pone the levy of the double duty and to discuss the

question later.

The proposals under this heading ure agreed

to (see my despatch No. 473 of October 2nd.) and steps

to prevent the smuggling of prepared opium into China

will be taken.

5. The Board as evidence of their own action

refer to the measures taken outside the concessions and

settlements. They accept the views expressed by His

Majesty's Government as evidence of their intention to

support China to the fullest.

6. Japan is the only power whose cooperation

has not yet been secured.

The Note concludes by stating that China with

assistance of Great Britain earnestly hopes complete

to eradicate the opium habit.

This telegram has been repeated to the Indian

Government.
